Sustainable development programme

Our Sustainable Development Programme 2025–2027 focuses on the areas that promote both the national and City of Helsinki’s sustainability goals.

You can follow the implementation of our sustainable development programme in the areas of economic, environmental and social sustainability. The programme's measures are linked to the City of Helsinki's sustainability work and the UN's Sustainable Development Goals. We update the progress of the programme annually. 

Objectives and measures

Our goal is to implement the City of Helsinki's procurement strategy in our own procurement processes. Our main focus is on promoting two areas of the procurement strategy in our own procurement:

  • We ensure that our tendering processes are appropriate and calls for tender are clear.
  • We strengthen our collaboration and interaction with businesses.

Measures in the action plan for sustainable development:

  1. We are building new procurement programmes.
  2. We will create a model for the tendering cycle for procurement contracts.
  3. We will foster market dialogue and strengthen our supplier cooperation models.
  4. We will monitor the implementation of the development measures through an annual procurement barometer.  

We want to be at the forefront of the food system’s sustainable transformation.

Measures in the sustainable development programme:

  • We will continue to work to reduce food waste in order to reach the City of Helsinki's goal of halving food waste in the City's food services by 2030.
  • We will make the food we serve more sustainable for the environment and health, e.g. through menu planning, assessing the structures of mealtimes, stakeholder engagement and communication.

Food-related sustainability measures are also strongly reflected in the City of Helsinki's environmental protection objectives, the Action Plan for Circular and Sharing Economy and the Green Deal commitment promoting circular economy. 

In 2024, we carried out a Diversity, Equality and Inclusion (DEI) survey for our staff, the results of which have been used to develop the measures of our Sustainable Development Programme. The results of the survey highlighted three different areas of development: Addressing and reporting inappropriate behaviour, strengthening the DEI competence of supervisors and increasing the commitment of senior management of Palvelukeskus Helsinki to DEI work. We will be working on actions in these areas throughout the three-year period.

The measures in the Sustainable Development Programme support the City of Helsinki's equality and equity plans for its personnel and services.
